Advising on Insurance Matters Since 2009

Perisai Legal was established to give Malaysian policyholders and businesses access to independent, considered legal counsel on insurance matters — without the uncertainty of navigating complex policies alone.

Our Story

Built on Independence and Depth of Knowledge

Perisai Legal was founded in Kuala Lumpur in 2009 by a group of practitioners who had spent years working within the insurance industry and observed a recurring gap: policyholders and businesses rarely had access to independent legal counsel that understood insurance products as well as it understood the law.

The firm's name — Perisai, meaning shield in Malay — reflects the intent behind our practice: to stand alongside clients as a steady, knowledgeable presence when they encounter disputes, uncertainties, or decisions that carry real financial consequence.

Over the years, we have advised on claims ranging from life insurance disputes to large commercial property losses, and represented both policyholders and insurers in arbitration and court proceedings. Our work is grounded in the Financial Services Act 2013, the Islamic Financial Services Act 2013, and the regulatory framework maintained by Bank Negara Malaysia.

Our Mission

To provide Malaysian policyholders and businesses with independent, competent legal counsel on insurance matters — delivered with clarity, in plain language, and with due regard for the financial and personal weight of each engagement.

Our Approach

We begin each engagement with a thorough read of the policy or dispute at hand. We do not offer template responses. Each matter is considered on its own terms, and advice is delivered in a way that allows clients to make well-informed decisions — whether that involves proceeding to dispute resolution or adjusting their coverage position.

Our Values

  • Independence — Our counsel serves the client, not the insurer or the broker.
  • Clarity — Insurance law is complex. We translate it into terms you can act on.
  • Integrity — We give frank assessments, including where a matter may not be worth pursuing.
  • Precision — Policy language shapes outcomes. We read it carefully before advising.

Standards & Protocols

How We Maintain Quality Across Every Engagement

Our quality standards reflect the obligations of legal practice in Malaysia and the particular demands of insurance advisory work.

Malaysian Bar Council Standards

All solicitors at Perisai Legal hold current Annual Practising Certificates issued by the Malaysian Bar Council and adhere to the Bar Council's professional conduct rules and the Legal Profession Act 1976.

Strict Confidentiality Protocols

Client information and documentation are handled under legal professional privilege. All materials shared with Perisai Legal are treated as confidential and are not disclosed to third parties without explicit client consent.

Personal Data Protection

We handle personal data in accordance with the Personal Data Protection Act 2010 (PDPA). Client records are stored securely and retained only for the period necessary to fulfil legal and professional obligations.

Continuous Regulatory Monitoring

Our practitioners monitor regulatory developments from Bank Negara Malaysia, the Financial Mediation Bureau, and the Securities Commission on an ongoing basis to ensure advice reflects current requirements and policy positions.

Clear Communication Standards

Advice is delivered in plain language without unnecessary legal jargon. Each engagement includes a written summary of findings and recommendations, structured so the client can use it as a reference in discussions with insurers, brokers, or other parties.

Defined Engagement Timelines

Each service has stated delivery timelines. Claim advisory is delivered within one to two weeks; policy reviews within two to three weeks. Dispute engagements include a timeline estimate before instruction is confirmed.

Expertise & Context

Insurance Law Advisory in the Malaysian Context

Malaysia's insurance sector operates under a dual regulatory framework: conventional insurance products are governed by the Financial Services Act 2013, while takaful products fall under the Islamic Financial Services Act 2013. Both are administered by Bank Negara Malaysia, which issues guidelines and circulars that directly affect how policies are interpreted and how claims are assessed.

For policyholders, this regulatory environment provides meaningful protections — but those protections are not self-executing. Understanding whether a claim falls within the scope of a policy, identifying the correct dispute resolution pathway, and preparing documentation that adequately supports a claim all require a working knowledge of both the law and the specific product in question.

Perisai Legal's practice spans this intersection. We work with individuals who have encountered claim difficulties, with businesses evaluating whether their current coverage adequately reflects their exposure, and with parties on both sides of insurance disputes. Our location in Kuala Lumpur places us within reach of Bank Negara Malaysia, the Financial Mediation Bureau, and the courts and arbitral institutions where insurance disputes are resolved.

We take the view that access to competent insurance law advice should not depend on the size of the claim or the complexity of the dispute. Whether an individual policyholder is dealing with a delayed life insurance claim or a company is navigating a subrogation dispute, the underlying need for clear, independent guidance is the same.
